It should be noted that many felt and rubber rug pads today are made with a rubber like substance or an adhesive spray instead of rubber. It is best to stay away from this type of pad since it could damage your floor.
Felt and rubber rug pad versus rubber rug pad
Ideally, the use of a felt and rubber combination rug pad is best because the felt protects the rug and floor very well. Here, the rubber layer in the pad is used only to prevent slipping and to prevent damage to the floor. The felt jute surface is meant to grab the rug and protect the rug from premature wear.
